CMA Proposes New Oversight of Microsoft's Business Software
October 19, 2026
Read Original: Competition and Markets AuthorityThe Competition and Markets Authority has proposed designating Microsoft's business software ecosystem with strategic market status. The October 16 announcement is a provisional step followed by consultation, rather than a final ruling.
The regulator has identified possible areas for further work, including whether customers can choose competing AI tools alongside Copilot. It also wants to examine security-product bundling and the effects of software licensing on cloud choice.
The accompanying case page invites responses by November 13, with a final designation decision due by February 13, 2027. A designation would not itself establish wrongdoing. Any resulting requirements would need their own relevant process.
The CMA's announcement also describes ongoing engagement with Microsoft and Amazon on cloud switching and interoperability. That work is related to customer choice but should not be confused with a final decision on Microsoft's business software status.
Our analysis: for business owners, the immediate question is how easily their existing software can work with alternatives. A familiar suite may be convenient, while a specialist tool may fit a particular task better. The cost of combining them includes identity management, permissions, data movement and staff training.
There is no need to treat the announcement as a reason for an emergency migration. Instead, use contract renewals and new AI purchases to check practical flexibility. Ask how records can be exported, which integrations are supported and what happens when an employee needs to work across products.
When comparing a bundled AI assistant with a standalone service, test the same business task in each. Include the time required to prepare data and review results. A lower subscription price may not mean a lower operating cost if the surrounding workflow becomes harder.
This proposal does not guarantee an immediate price cut or a change to Copilot access. Businesses should follow the consultation and final decision while keeping a clear inventory of their own dependencies. That makes future choices easier regardless of how the regulatory process concludes.
